Overview
The Lancashire Skills and Employment Hub, part of Lancashire County Council’s business support network, leads the Lancashire Skills Pledge, a regional initiative that encourages businesses to support workforce development, training opportunities, and career pathways across Lancashire.
As the initiative continued to grow and more organisations joined the programme, the platform used to manage pledge activity had naturally reached the limits of what it was originally designed to do. While it successfully captured submissions and programme data, the increasing scale of the initiative created a need for a more sophisticated system that could provide deeper insights, clearer reporting, and a more streamlined experience for both administrators and participating businesses.
The Skills Hub team wanted a platform that could centralise programme data, provide clearer visibility of pledge activity, and make it easier to generate meaningful insights for stakeholders across the region.
Code Galaxy partnered with the Lancashire Skills Hub to design and develop a bespoke platform built specifically around the needs of the programme. The new system brings data, reporting, and communication into a single environment, providing the team with a modern platform designed to support the continued growth of the Lancashire Skills Pledge.
The result is a scalable digital platform that enables the Skills Hub to monitor engagement, track pledge progress, and generate insights that support skills development across Lancashire.

UI & UX Software design
The design process began with a detailed review of how the Lancashire Skills Pledge programme operated and how information was currently captured, managed, and reported.
While the previous platform stored large amounts of information, it provided very little operational insight. The Skills Hub team often needed to search across multiple areas of the site to find relevant data, and reporting for stakeholders required manual extraction and interpretation.
The new platform was designed to transform this experience by presenting information in a clear and structured way.
Dashboards, visual reporting tools, and filtering capabilities allow administrators to quickly understand programme activity and engagement levels. Key metrics and programme KPIs are now visible at a glance, helping the team monitor progress and respond more effectively to stakeholder requests.
Role-based permissions ensure that different users can access the information relevant to them. Skills Hub administrators have full oversight of the programme, while participating businesses can view their own pledge commitments and track progress over time.
The result is a platform that replaces fragmented workflows with a single, intuitive environment for managing the pledge initiative.

Custom Software Development
The new Lancashire Skills Pledge platform was developed as a bespoke application using the modern JavaScript framework, Svelte.
Moving away from a traditional content management system allowed the platform to function as a dedicated operational tool rather than simply a website storing form submissions.
At the core of the system is a structured data architecture that centralises pledge activity, partner engagement, and programme outcomes. This allows the Skills Hub team to generate reports quickly, filter information by different criteria, and provide meaningful insights to regional stakeholders.
The business submission process was also redesigned to improve the quality and consistency of the data being captured. Previously, important information was often incomplete or missing. The new system guides businesses through a clearer submission process, ensuring that key information is recorded at the right stage.
As part of the redevelopment, historic data was also reviewed and cleansed to improve reliability and ensure the platform began with a consistent dataset.
The system now provides the Skills Hub with a clear overview of partner activity and programme engagement, helping the team understand how businesses across Lancashire are contributing to the pledge initiative.

The platform is hosted and maintained by Code Galaxy, providing a secure and reliable infrastructure for the Lancashire Skills Pledge system.
Hosting the platform independently from the public website allows it to operate as a dedicated operational system while maintaining strong security controls and performance standards.
Ongoing support ensures the platform continues to evolve alongside the programme, allowing new features and reporting capabilities to be introduced as the Lancashire Skills Pledge grows.
